Draft a fair, specific performance review that fights recency and halo bias

Twice a year I have to turn a folder of scribbled 1:1 notes into review write-ups, and I either go vague ('great team player') or accidentally lean on one recent event.

Build a prompt that takes {{employee}}, a dump of {{notes}} spanning the whole period, and the {{competencies}} we evaluate on, and produces a balanced summary per competency with specific evidence cited from the notes, a strengths and a growth-areas section, and 2-3 concrete, actionable goals for next period. It must use only behavior present in the notes, avoid personality judgments, balance the timeline (not just the last month), and use neutral, non-gendered language.

A strong solution flags when a competency has too little evidence to rate fairly instead of padding it, and keeps feedback behavioral and kind-but-honest. Link the prompt and explain how it counters recency and halo bias on a note set that's lopsided toward the final two weeks.
